The Leaders We Can Least Afford to Lose Are the Ones Trying to Leave

The succession risk hiding inside leadership burnout


There is a quiet arithmetic problem inside most organizations right now, and remarkably few are naming it out loud.

The leaders most likely to be privately considering their exit are not the struggling ones. They are the most senior and most capable people in the building, the ones hardest to replace and the ones the organization is quietly counting on to still be there in three years. A growing body of evidence says a great many of them are not planning to be.

Leadership burnout is treated as a personal wellness issue. It is also a continuity risk: the slow draining of exactly the capacity an organization cannot quickly rebuild.

The depletion is concentrated at the top

The instinct is to assume that stress and burnout are heaviest at the front line. The data says otherwise. In LHH’s 2025 study of 2,675 C-suite executives across ten countries, leadership burnout had risen to 56% in 2024, up from 52% the year before, and 75% of those leaders said they needed additional support to manage their responsibilities. In Deloitte’s research, 75% of C-suite executives said they were seriously considering leaving for a role that better supported their wellbeing. DDI’s Global Leadership Forecast 2025 found that 40% of stressed leaders had considered leaving leadership entirely.

Gallup’s global data adds the sharpest edge. Manager engagement, the layer that turns strategy into reality, fell from 31% in 2022 to 22% in 2025. That is the steepest decline of any group in the workforce, and the main driver of a broader global engagement slide. The part of leadership organizations depend on most is the part eroding fastest.

And the bench is not ready

If those leaders were easily replaced, this would be manageable churn. They are not. In DDI’s Global Leadership Forecast 2025, only 20% of HR leaders said they had people ready to step into their most critical roles. On average, internal candidates could immediately fill just 49% of critical positions. And according to SHRM, 56% of organizations have no succession plan at all.

The result is visible at the very top. Challenger, Gray & Christmas recorded a record 446 public-company CEO departures in the United States in 2025, up from 373 the year before, following an all-time high in total CEO exits in 2024. Tenures are shortening, benches are thin, and the people leaving are not being cleanly replaced.

The vise

Put the two findings together and the problem sharpens into something an organization cannot afford to keep miscategorizing. Acute depletion is concentrated in the most senior, least replaceable leaders, and the pipeline meant to replace them is not ready. That is the vise. The capacity draining out at the top is the exact capacity an organization has no fast way to rebuild.

There is a solution

The reflexive response to leader burnout is to offer wellness benefits and hope the feeling passes. That response operates at the wrong level, and the leaders it is offered to know it. What actually protects continuity is building capacity in the leaders already carrying the organization, at the physiological and identity level where depletion forms, not the level where it is politely acknowledged.

The leaders you can least afford to lose are sending a signal. It is worth reading correctly before it becomes a resignation.
